To contrast the multifaceted Cartman, South Park needed another character that was more interesting than Stan/Kyle, and they got it by distilling Butters into the kid who sees everything without realizing the full weight of what he’s seeing (or saying), giving him complete naivety in most situations without revoking his potty mouth privileges.
